How to turn Wifi Hotspot?

Hi there! I have a nexus 7 2013 lte with att family share plan, I want to turn on the wifi Hotspot, but I go settings, network, and I can't find the option I even checked the more tab but can't find it. I'm running marshmallow on it. ThNks

If you swipe down the Quick Settings panel, do you see it there?

Yes, it is an LTE with the sim card inserted. I don't see anything on the quick settings, this baffles me...

What's the build number for the firmware, in Settings>About Tablet? Make sure it's one of the "razorg" firmwares, and not the "razor" firmwares listed here: https://developers.google.com/android/nexus/images
