Is this possible? Calling another Tablet or Phone...

My roommate is going to be bedridden for the next 3 to 6 months due to back surgery . I currently own a Galaxy Tab 2 (love it). What I want to do is give him that tablet and buy myself a new Samsung Galaxy Tab s (its a good reason to upgrade). Is it possible to set up hangouts or use some other application to allow him to call my tablet or cell phone if he needs help? This would greatly help during his recuperation from surgery because the bedrooms are in the back of the house. Both tablets will have wifi and a cellular connection.

You can use Viber or Skype. You can have free calls with both of them.
