Using laptop as speaker phone doesn't work with bluetooth headphones

I have a Samsung Galaxy S6 connected via bluetooth to my laptop running Windows 7 pro (64-bit). For the last year I have been able to listen to pandora and send or receive calls on the phone when I use USB headphones attached to the laptop. For Christmas, I received a pair of Hesh 2 Skullcandy Wireless headphones and I was trying to use them in place of the USB headphones. I see the following:

* All audio originating from the laptop works just fine (pandora in chrome)
* Audio from the phone is not getting passed on to the headphones (pandora on android)
* The phone acts like it is sending the audio via bluetooth (the remaining time updates during playback, etc.)
* when i receive a call, laptop audio (pandora in chrome) stops and I can answer the call on the laptop or the phone, but there is no audio (in or out)

Is there something obvious I am missing?
Is bluetooth protocol only capable of half duplex?
