What are these pop-ups I am getting on the bottom of my screen? Please help!

Approximately once a day, I have been getting
a pop-up in a white bubble on the bottom portion of the screen. Sometimes they are there when I turn my screen on, and once it popped up while in an app. There is no X to close them, and I have to hit the back button or circle to get rid of them. They always have a link or a phone number that does not appear to be any legitimate numbers or websites per google searches. I have factory reset my phone, and I am still getting these pop-ups daily. I have installed and ran AVG antivirus and Malware bytes and nothing bad is found. I have not recently downloaded any news apps either. Please help! I have screen shots of these pop-ups but don't see an option to share them.

Welcome to Android Central! I agree with testing it with the Toast Source app fuzzylumpkin linked above.
