why am I getting a MIP:67 code

I found a sprint phone and want to unlock it so I can use it with my carrier I am aware I can do this online however my phone doesn't prompt like what the page says to unlock successfully?

Bring it to Sprint and let them return it to its owner. Keeping it is a felony, and using it is turning yourself in (Sprint will be able to tell that it's not yours, and they'll call the police).
