Why don't my apps turn on or update if I'm on wi-fi?

For instance, Facebook doesn't update while on wi-fi. If I turn wi-fi off, it updates. Also apps such as my bank etc., won't turn on when wi-fi is on. I turn wi-fi off to access them. I've had my cell phone about a year, and it just started doing this.
