Why is AOSP STILL missing 1 BASIC feature?

is incorporating a T9 Dialer too much to ask for? i figured by 4.0 we'd see it. i know i can just download one like OneDialer and such but why cant Google just bake it in? and yes i do find it as a hassle.

I assume it's because T9 is patented. I assume that phone manufacturers have a license for the patent and that software developers either have a license or are ignoring the issue (and hoping that they won't get sued).

Since Google distributes android to anyone who wants it, it would be problematic and/or expensive to get a license that covers the entire project.
