why is my Galaxy S3 screen staying black when phone is on

I have a Galaxy S3 it will come on but the screen stays black it makes noise when you touch it but no picture

Since it sounds like the phone is still functional, it's just that the screen isn't, you could try removing the back cover (no tools necessary, a fingernail is good enough) and pulling the battery. Leave the battery for a few minutes, then put it back in and start up your phone to see if the display is still dead. Hopefully that Samsung logo will show during the boot up process.
If the display is still dead, have you noticed any thing odd lately? Anything like the screen being dim or any discolorations?

Couple questions.

Did you drop the phone before the screen stopped working?
Did the phone have any sort of water damage?
Has the phone come in contact with any large magnets?

If you have answered No, to all those questions. Best advice would be to take it down to local carrier (cellular provider) and see if they can repair it
