Google Music won't play if only connected to data

This is a puzzler (for me, at least).

Google Music will not play anything if the phone has only a data connection. It will play just fine on WiFi. It will play cached/downloaded music if not connected to anything. Only on data will it refuse to play, and that includes pre-downloaded music.

Moreover, it's clear that it is *downloading* the music, since I can look at the data usage before and after trying to play a song and see a difference.

We recently switched from TMo to Straight Talk (AT&T -- better coverage), which is when this all started. But it can't be some network blockage issue since it works fine on another phone.

In case it's helpful... the phone in question is an LG G3, on Android 5.0 I believe. The other phone (on which it works) is a Nexus 5 running Android 5.1.1

Forgot to mention: tried several things, including clearing cache, clearing data, uninstalling/reinstalling updates for GM, and rebooting the phone, and various combinations thereof.

None of it worked
