Why won't my Samsung S3 mini phone turn on?

My samsung s3 mini phone won't turn on

My samsung s3 mini will not turn on, please help. On charge, the battery symbol suggests it is charging. When I press the power button it gives a vibrate sound, then comes up with the Samsung galaxy s3 mini logo, big blue circle comes up, then the Samsung symbol with the 2 bottom lights and... nothing... It doesn't matter how long you wait, the Samsung logo and the 2 lights at the bottom either side just stay on. The phone will just not turn on. Please help...
