Wifi Issue and another issue

Im having an odd issue

When i turn the wifi on on my Samsung galaxy s3 phone (ireland) (vodafone) it just hangs and refuses to turn on and then some time later ill find its turned on and everything is fine
When i want it to turn on it wont



I also have noticed during listening to podcasts or music it will stutter while its playing for a few seconds and then stop


it also seems to be crashing more often now. Apps crash or hang which in turn freezes the phone and i have to take out the battery

Should i Factory reset or is my phone on the way out?
