How does the home screen wallpaper crop work?

When I try to set a wallpaper, it gives me a weird crop box with edges smaller than the actually wallpaper which is kind of annoying because I can't crop the far left and right areas because of the small side boxes. What are those for? And is there an option to make the wallpaper scroll like in the original Incredible?

I said this in another thread but I suspect that when they removed the scrolling wallpaper functionality they didn't think to update the wallpaper app somehow. You can try finding a third party app to let you set it directly (not sure which one works best yet).
