    I have a Sprint Gnex and after 4.2.1 the option for Developer Options was missing, I long pressed About Phone and Developer Options popped up with a 'Congratulations you have unlocked the Developer Options'. (Not verbatim) I don't know if this is what you're looking for but this is what I got and how I got it.
