How to fix error parsing package

On an older device(2 of them) running jelly bean when i try to install apps i get the above error. I've made sure the apks are not corrupt and I've been pointed toward "its because the apps was designed for lolipop marshmallow and are not compatible". If this is likely the reason could someone explain why it happens and how i can get the apps working and if not what you think the problem is.

The submit button did not work on mobile site--had to dl app.

If the apps need a higher version of the OS than you have, there is no point trying to install the app because even if it could be installed it would not run.

I would not be surprised that the APK files designed for Android 5+ have new features/parts that the older versions do not understand. This would easily explain the parsing error reported by the older OS. Obviously, I cannot confirm this is the problem.
