access data folder without root is it possible

i want this to edit - com.whatsapp_preferences.xml file to send more than 16 mb on whatsapp


this is the steps
Browse and Locate the com.whatsapp, open it.
Open the Shared_prefs folder.
Locate the com.whatsapp_preferences.xml file.
Long press and Open the file in RB Text Editor.
Now Search for this line : <int name=”media_limit_mb” value=”16″ />
Now all you need to do is to change the Value from 0-2048, since the memory is measured in MBs, so technically 2048MB is 2GB.
Save and Exit the file.

Normally, root access is needed to change those kind of files. I am not even sure if you can change it by connecting the device to a PC.

To back that up, no, you can't change folders like that with a PC or in the phone, unless the phone is rooted - that's how Linux (which is the operating system on which Android runs) works. Only the owner (WhatsApp, in this case) and Superuser (which you can become if the phone is rooted) can.

A workaround to share a file too large to be attachmented/embedded is to copy it up to an online storage service, such at Google Drive, Dropbox, MS OneDrive, etc, and then just pass along the shareable link to that file.
