This is an outrage! Why is this a restriction?! The option is grayed out as a secondary user and I see no way to enable the feature, even from the owner's account.
Other Android 5.0 users have been complaining about this problem as well. It's a huge hangup if you own apps that don't come from the Play Store via other app stores (such as Amazon).
