So I DISABLE or FORCE STOP

For apps installed that I use ocassionally I've hit DISABLE so my battery lasts longer / phone doesn't lag. However SOME APPS revert right back WTH?
WHAT'S THE POINT AND WHAT'S THE REAL DIFFERENCE BETWEEN : disable or force stop. Is this the issue ?

Disable it to fully disable it so it stays off -- force stop just stops it right then.
