Port Blocking to Deny Chat Apps

In their homes, compulsive online chatters can often configure the firewall that's built into their service provider's router to block access to chat services, or they can purchase stand-alone routers to do the same thing. Unfortunately, blocking chat proves much more difficult on devices connected through mobile service providers.

What's needed - and what the community of "chat addicts" I'm associated with can't seem to find - is a tool that does the following two things:

- blocks outbound traffic on the ports used by chat applications, and...

- is password protected


Can you point us to an app or tool that accomplishes these things? It's okay if root is required!

Barring that, can you suggest another place we can post this question that might be able to help?

PS: Here's what we know doesn't work (unless there are new developments we're unaware of):
- Parental control apps (it's not a browser issue, and these tools don't block ports)

- "accountability" apps (the cows are already out of the barn)

- application lockers (too many ways around them)

- asking carriers to implement controls (we're too small a community for them to acoomodate)
