How to disable message blocking.

When I send a message it doesn't get delivered and it sends me a massage saying that message blocking is enabled

Whomever you are messaging has blocked you. You can't do anything other than ask them to unblock you.

Welcome to Android Central! Also, try contacting your carrier and ask if your messaging in general has been blocked at the carrier level.
