No Media controls in quick menu Android 11

Why don't the media controls show up in my Pixel 3 w/ Android 11?

In the Android 11 beta there was the option to have media controls in the quick settings shade when you expanded it. You enabled it using a toggle in developer settings. It was supposed to be rolled out natively when A11 was released as stable but I have heard they didn't include it yet. I don't have my 2xl any more so I can't check it. Not sure if the toggle is still available in developer settings.

I see it on my Pixel 3 XL running Android 11, but they only show up there when you're actively watching, or soon after you stopped.
