    Which carrier do you use?
    What kind of messages?
    Some/most email systems support read receipts, some don't.
    Standard SMS does not have read receipts, some carriers support them if using their SMS app by both the sender and receiver.
    The next generation RCS texting does support them. Not all carriers yet support RCS.
    Many instant messaging apps do support read receipts.

    The stock messaging app can't do it because regular SMS doesn't support it. Some texting apps can do it, Verizon's Message + is one I know of but both sides of the conversation need to use Message + and have it enabled in settings for it to work.

    RCS also works on AT&T, but both parties have to have it installed and working with read receipts turned on.
