That depends on the device. On devices with a clipboard manager app, possibly not as you may be able to open that app. Otherwise, it's just accessed through the keyboard or through long-pressing in places where you'd be entering text. You might also be able to install an app to make the clipboard "deeper" than the one item as is standard on most devices.

Welcome to Android Central! Also, which keyboard app are you using? Gboard has the "enhanced clip tray" feature that other phones have had in the past (like certain Samsung and LG phones), but you have to turn it on first in its settings.
