How can I change notification lights to remain ON instead of BLINKING?

[Android Central Question]

You get an incoming message. the LED lights start blinking.
I want the LED to just turn ON instead, not blink.
I know I can choose if to show notifications or not for specific apps - not what I'm asking.

Specifically for Galaxy 9.

As a side note, I realized that blinking is an annoying time waster- it means that when checking for a message I have to keep staring at the phone for a few seconds so I don't miss the blink - instead of seeing it immediately.
