How to update a device list ?

When I try to install some apps on my Win10 PC, a device list shows. How can I get access to it for
updating its contents ?

Having logged in with Google, I went to manage My Account, but could not SAVE my 'changes'.

I have an Android Simulator (Bluestacks 5) in my PC; and I did try there, but had no success; I also tried installing 'Windows app'; In a way that I can not reproduce at will, I was presented with a Device List for both MyGovID, and the (My ?) TPG app. The list had a number of phones that are now obsolete, and I would like to remove them from the list. For that I need to know where to find the list and how to access it. I have asked Microsoft, but they are adamant it is an Android issue, even though the list appeared in my Windows 10.
