My mobile phone"Iqoo 3" is having 2 settings.why?

[Android Central Question]

Both the settings app are almost same but in 2nd Settings app two options are missing
1.Mobile network setting &
2.Ram and Storage space

Both are also having developer options enabled.
In 2nd settings app I can't open many options like: Fingerprint and Password,
Privacy, Digital wellbeing etc. but sometimes I could open them

First Settings app is working properly.
