asking about an app

is there any app that make my phone unavailable or unreached for certain numbers and the rest can call me normally .....i dont want to them to be in the rejected list and give them line is busy i want my phone to give them that the mobile is switched of or something........and can i make my mobile only make phone calls and not receive calls
