Has it ever connected? There has been some recent issues with Windows updates affecting drivers. Samsung Kies on my pc had a small update for my Note 3, then asked me to unhook from the usb so it could install a driver on the pc first.
Maybe leave the tab connected on usb for a few minutes at a time until it detects a new driver is needed. Better still install Kies if you haven't done so (I assume Kies works for Tablets as well). Also try usb rather than wifi.

I have this problem before. Try to go to your Device Manager in your PC. Then, delete the USB that connect your tab to your pc. Then replug it again! It works for me before.
