Samsung Galaxy Note 2 will not send MMS

I recently brought my Verizon Samsung Galaxy Note 2 over to the AT&T network. They placed an AT&T SIM card into my phone and everything works fine except for MMS: I cannot send a text with a picture or send group messages. AT&T tells me that I need the proper code to make the phone fully functional on their network; Samsung tell me the exact same information. They both agree that Verizon has to give me the code. However, Verizon insists that the phone is unlocked (true) and there is no such code to be used (untrue). I have reported Verizon to FCC. Verizon tells me that they are researching the codes but have not called me back - even though I have repeatedly called them.
Bottom line.....if I cannot obtain these codes, my relatively new phone will not be fully functional. Does anyone have a fix?
 
Welcome to Android Central! Sorry, I don't have a fix, but I want to just make sure--you have mobile data on when you're trying to send MMS, correct?
