No Message Center under message settings on Verizon Galaxy S4 Mini?

I have a Verizon Galaxy S4 Mini. There is no message center option under the text messaging settings. Can someone please tell me why this is and if there is a way to fix it? I cureently can receive tests but cannot send and have no way of checking to see if the number is correct without accessing this setting.

Hello. Welcome to Android Central. Start of with the basics by rebooting the phone, removing and re-inserting the sim card, and checking to see if any apps you installed could be tampering with the setting.
