Why are partial text messages being sent?

customer has AT&T Galaxy S3 non Android users get only partial text messages

Most likely cause is is that the "non-Android" system isn't compatible with SMS. Not knowing the system or phones you're talking about (iPhone, BlackBerry, Windows), anything else is a guess. (Apple knows that iMessage isn't compatible with SMS - they claim to be working on a fix, but Andromeda Galaxy is working on colliding with the Milky Way too, and I'm not sure which will happen first.)

As far as it being an AT&T problem, I very strongly doubt it, if the other phone is an iPhone, though. I regularly exchange texts with someone who uses an iPhone 4 ("why get another one if this one does what I need?" - and he's a technophile), and have never had a problem. (We can almost live chat in text, there's so little delay.) If the message is longer than 160 characters, it's either being sent as multiple texts or as an MMS (user's choice in the texting app), and one or the other could be causing a problem with the recipient's system or device. (Nothing you can do about that - SMS has an inherent limit of 160 Latin characters. You can't send a 161 character SMS as one text, it's just not possible. It would be like a 17 ounce pound.)
