Welcome to Android Central! Did you try another factory reset after encountering this issue? Do your other Google apps like Gmail, Calendar, Google Drive, etc., work normally?
Go to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.
If the problem persists, even with another factory reset, then the device itself might just be failing, considering how often you have issues with freezing. Budget off-brand devices will have a significantly higher rate of hardware or firmware defects, and unfortunately they also have much less support from the manufacturer.
