Screen will not rotate unless in safe mode

A week ago, my S21+ randomly went black for over 5 minutes. Could not do anything at all including holding down the power button. Eventually it restarted on its own. Since then, my phone will not rotate. Auto rotate is on. If i open an app that runs only in landscape, it works fine. But to get it back to portrait mode, i have to lock it then unlock it.

I have run the diagnostic, and when it comes to the "sensor" test, it spins and does not spit out a pass or fail. I put the phone in safe mode and it rotates normally with zero issues...thoughts?
 
If it works in safe mode but not in regular mode you probably have a bad app. It's preventing the phone from acting normally using the, Modify system settings, permission.

To find this setting go to Settings>Apps>tap three 3 dots upper right corner Special access>Modify system settings

Remove permission from any app you don't know or explicitly trust. This isn't permanent, as apps require this permission they will ask and you can choose to allow or deny just like it was the first time using the app. You could remove them all of your wanted. As you add them back when they issue restarts it's likely one of the, if not the, last app permission was granted to.
