How can I block spammers on Galaxy Note 3?

There doesn't seem to way to do this on the Galaxy Note 3 w/KitKat 4.4.2
- The Reject list doesn't work, that just puts them into your voice mail.
- The blocking doesn't work because that only allows you to use an allowed list.
I just want something that does nothing with the call. It just lets the caller hear ringing or nothing, no voice mail, nothing.

Thgere just isn't any way to do it with any app I know of. The call will come through to the phone. All the app can do is not ring or vibrate for that number, but you still can't use the phone while that person is calling you.

The only way for the phone to not get the call at all would have to be done by the carrier, so contact your carrier's tech support number and see if they have a way of doing that. (I doubt that any carrier does.)
