Google location settings in power saving mode

Android 4.4.2. Location setting will not stay in (Power Saving Mode) . If activated it switches on the GPS, which is normally used for (High Accuracy Mode) . This is the only setting that works on my Note 3. The moment I put it in (Power Saving Mode) location settings switches off.
It's strange as I have always used the (Power Saving Mode), which uses data to get location. What am I doing wrong? I don't want the GPS, which uses a lot of battery.
 
When you say Power Saving Mode, are you referring to the phone's overall Power Saving Mode, or the Location service's Battery Saving mode, which uses wi-fi/mobile data (but not GPS) for location?

If you set Location to wi-fi/mobile data only, and then tap the Location toggle in the Quick Settings, that will toggle on GPS. If that's what you're doing, then don't bother tapping the Location toggle switch. If Location is set to wi-fi/mobile data, it will always be active.
