Can't set swipe to unlock lollipop, please HELP

I've set pin to unlock for some time, now i want to get back my beloved swipe to unlock, but I get this screen. I'm running no modifications whatsoever, this is a clean stock nexus 7 2013 with lollipop. I have never messed with security stuff. Please help

Go to settings, and then security.
First, try to remove the security credentials. Don't worry, all of them won't be deleted, as I just did that.
If it doesn't work, the Deactivate administrators in 'Device administrators'.
If that doesn't work too, then De-encrypt your phone.
