Why does my device claim it doesn't have enough space when it actually does?

So Ive got a tablet, running Android 4.2.2, I have three possible write disks, including 1 SD card. All of which have space in them, well the original default only has 98,62Mb available, when the others have 10,91Gb available and the SD-card has 60,99Gb available. Well Ive been trying to switch my default write disk, and tried downloading apps that would fit in any one of these disks. But everytime I try downloading any app, it tells be that the download has failed, due to lack of space.

Ive actually deleted 80% of my apps to try and make space, and I actually need some of them back..

Please help me
 
I delete host file for any problems in play store memory packed. File manger>Device>Ect.>Delete Host.

You can also clean phone shut down and leave off for 5 minutes.

Another way is turn WiFi off and uninstall unused apps restart while WiFi is off go back and try download.

/Download is in internal storage (unless you redid the fstab file). 98MB isn't enough space for 4.2.2 to do anything in, so it won't let you use any of it to download anything. No matter where you tell the phone to download a file, it downloads it to /Download, then moves it to where you wanted it.

It has nothing to do with rooting (unless you're going to edit fstab).

It has nothing to do with hosts (which is just an internal replacement for DNS).

Clearing out space by uninstalling apps, deleting data and Low on Space? Dump logcat might give you some breathing space, but a phone that full is about in need of replacement. (They didn't choose a 2 year new contract/new phone period by picking a random number between 1 and 3.)
 
That was back until about 2003 when I sold my last cellphone store. About the only thing I "sell" now is bad jokes. I'm retired, don't make a nickel on the web, and don't care if someone downloads a free app or buys a $700 phone - I still don't make a nickel. I'm in the same boat as everyone else, but I bought a Note 3, so either I die first (which isn't that impossible - I'm 73) or I'll have to buy a new phone when 32GB of internal storage isn't enough.
