Why can I not change my lock screen?

I'm attempting to change my screen lock from Password to Fingerprint however it says it is disabled by administrator, encryption policy or credential storage. I have attempted many things to try to get around this problem. Firstly, I disabled all administrators. Secondly I attempted to Clear Credentials, but it was greyed out, so I went through each credential individually and disabled them. To no avail. Lastly I tried looking through the application manager to see if there was something running preventing me from doing things, there is not. Please help!!
