If the device is connected to a charger and reaches max capacity, it will stop charging and hold the power or discharge slightly before charging back up again. You shouldn't see much of a decrease before it charges back to full.

If you are not connected to a power source then you will see a discharge until plugged back in.

its possible that the charger isnt power ful enough or the usb tip and your phone arent making adequate contact
