Why aren't my emails going through on my mobile data?

Mobile Data Issues

I have the Droid Turbo 64GB phone and I have experienced issues getting emails and certain data when not connected to wifi. When I am not connected to Wifi, I am unable to connect to Google Voice (network error) and I don't get emails. When I connect back to wifi, I get my emails and I am able to sign into google voice.

I did activate VOLTE, so i am not sure what might be going on. Any ideas would be appreciated!

Are you able to send or receive anything via mobile data? If not, try toggling Mobile Data, and also Airplane Mode.

check if background data is enabled for these
 
I am unable to view where I can check my background data. I looked online where I should go and when I go to:
Settings
Data Usage
Google Voice App
I see Background 0.00GB but I am unable to click on view app settings or make any changes.

Please let me know if you have any ideas. Thanks!
