I have an Android 4.0 Mini PC. The volume through the tv is low. I have it plugged into the HDMI slot, just like other devices like a Western Digital media player and my sound system.
Any thoughts on getting more volume out of it? The volume on the Android 4.0 Mini PC is on max.

Welcome to Android Central! Volume booster apps for Android generally don't work well. What you're experiencing there may be a limitation or a glitch of the hardware or firmware. With these off-brand or no-name Android devices, problems are common and support is minimal or nonexistent.

Thanks. It is a Tronsmart CX-919 Quadcore RK3188. With Android 4.2.2. Does that make any difference?

I suppose you could try updating it to the beta release of their Android 4.4 firmware here: Tronsmart CX-919 Quad Core TV Stick. But keep in mind it's a beta release, so it could be even buggier. And sorry, I don't know how exactly the update process is supposed to work--the only thing on that website is a zip file (which hopefully includes some instructions). The "Customer FAQ" section only says "Waiting for update." Like I said, minimal to nonexistent support.:-\
