Why is my Note 3 camera showing a black screen?

i have a pre owned note 3 with a camera issue

when I choose camera app it loads a black screen only no image, it does however have the camera icons on it but they are non responsive, I bought it cheap from a local computer shop who advised camera worked prior to updates. this is same for both front and back camera

Welcome to Android Central! Did you test out the camera before buying it? It would have been a good idea, since the operative phrase here is "buyer beware.":-\

Assuming the camera isn't obscured by something like an ill-fitting case, the camera is probably faulty. You could try booting into Safe Mode to make sure no 3rd party app is interfering: https://support.t-mobile.com/docs/DOC-11473. If it's still black, go back to the store and show them the problem. See if they'll give you a refund. Otherwise, you'll have to bring it to a repair shop and see if they can fix it.
