Why can I no longer see my IP cam after switching to the S5 Active?

I've tried tech support at the camera's manufacturer and am getting nowhere. I have a Foscam IP Cam which worked perfectly fine with my S4 Active - could view home and away... on wifi and mobile. I upgraded to the S5 Active (running KitKat), and can't view my camera when I'm not on my home network. I don't work in an office - I only have my phone away from home and 99% of the time am not on wifi with it away from home.

Camera has a static IP address, exclusive to it... is assigned to a free port... port forwarding properly set up... UPnP disabled in the camera. NOTHING about the camera/modem/router/home network changed... all I did was get a new phone. I can't access it via apps or mobile browser when away from home. All of the settings for the camera app are the same on the new phone as they were on the old. I can view the camera when I am home, but what's the point of that?!
