The battery on my S4 won't charge. Anyone know how to fix this problem?

I recently updated my phone to the newest OS. The phone worked fine, but the battery was very weak, it wouldn't charge at all. So I went out and bought a brand new battery, put that in my phone and it worked for like 1 day. Then it completely died and now when I plug in my phone to the charger, my phone says it;s charging but there is absolutely no progression in the battery bar. Anyone think they can help me out with this situation. I bought the phone 10 months ago from Rogers second hand.

Try turning it off and then plug in it in...and if that works try it for a few datus and try keepingthe battery up
