How can I remove the security PIN?

I don't think I need the security anymore and would be happy w/a swipe unlock. Unfortunately, it says that the administrator, an encryption policy or credentials are blocking it. I've reset all the administrators, nothing's encrypted and there are a ton of credentials.
I don't have any user credentials--they're all system. It would take me an hour to disable them all, and at the end of it, I'd feel like a chump for doing all that work and find I still can't remove the PIN.
I have a Samsung Galaxy Tab3.
 
Have you encrypted the phone? It has to have a pin or password if you have. There are also some security-type apps that won't let you use swipe.
