"Please enter your password" to view apps on Google Play Store?

On my Samsung Galaxy S4, I set "Require password for purchases" to "Every 30 minutes," but when I searched and tried to view all apps, it asked "Please sign in." I pressed the Back button, and set "Require password for purchases" to "Never," since I never really purchase any paid items, or accidentally tap them. I was asked to enter my password to change this setting, and did. I was then able to view all apps without having to enter my password, but why did it ask me to do so in the first place, if the only thing that would happen is that I can view apps without having to purchase any?
 
Are Parental Controls on or off? Open Google Play Store, swipe in from the left, tap Settings>Parental Controls.
 
Parental Controls is off, but it just asked me for authentication to view all apps, including free ones, which was quite annoying as I didn't know why that happened.
