What is the translucent circle with the 3 dots in it?

I have the galaxy s6 edge and this circle is on my phone. I have had the phone for 2 days and this circle for only a few hours. I read someone else's answers to this and I'm sorry but none of them can be correct. At least not for my circle. It's not part of an app. It's always on screen. Even when I'm not in an app. It also does absolutely nothing. I can move it around but it does not do anything when I tap it. It does not access a menu or open anything else. How can I get rid of this?

On my galaxy s5 this was a tool box short cut. You can go under settings-tool box. Then just slide to deactivate it
