This drove me crazy for a while and I see several references to it. I am posting a solution that might help others.
The lock screen wallpaper can be different than the regular wallpaper.
To change, take a picture of the image you want the wallpaper to be.
When you look up the image in the camera review, at the bottom you will see an icon called "Set As"
Use this option to "Set As" LockScreen Wallpaper.
You can do this to change the current wallpaper too.
