What does restricted access changed mean?

I have updated my phone and restricted access data service blocked keeps coming up

I am getting the same thing. Nexus 5. Happened right after upgrading to Marshmallow. Can't get rid of it. All the previous fixes I could find on the internet don't work or apply.

Check your IEMI and SIM #'s with your carrier. I have two phones that were affected by the Marshmallow upgrade. Both IEMI and SIM's were changed somehow and ATT had completely different #'s. They put a new SIM in and corrected the IEMI in their records and everything works.
