Sign-in Request to allow Gallery to access Picasa: How turn off?

[AC Question]

I have Galaxy Note 4. It was just replaced under warranty so in process of setting this up. These notifications are driving me nuts. I've gone to Google+ and turned off Auto-Backup. I have gone to Settings->Accounts->Google and unchecked nearly everything except Sync Calendar, Contacts, Gmail.

I have done that on the existing gmail accounts I have set up. I can't even clear the Sign-in Request from the top of my screen (where I swipe down to see new notifications).

ARGH!

Any help to get rid of this is appreciated!
