My android tablet wont continue after turning it on it frezzes

Wen i press the turn on button everything is fine ,but after a couple of seconds it frezzes .without going into my applictions

My is doing the same after rooting. It'll keep restarting itself over and over til I decide to remove the battery. And if I let it load to the start menu I can hit like 1-2 options then it freezes and does the whole restarting thing again. I was told to flash the stock ROM and I've never done it before.
